ESTONIA

Estonia has declared independence twice in the 1900's. Once from Russia in 1918 and once from the USSR in 1991. Estonia issued stamps between the years of 1919-1940 until Russia forcibly retook the country in 1940. In 1991 Estonia again began to issue their own stamps.
